Dr. Monica Musenero, the Minister for Science, Technology, and Innovation has refuted charges that her husband benefitted from the Shs 31 billion loans to PRESIDE, a company that the government hired to assist in the research and development of the Covid-19 vaccine.
Musenero stated her husband, Prof Michael Masanza, was never involved in any scientific initiative and has no relation to the Presidential Scientific Initiative on Epidemics when testifying before the Select Committee set up by Parliament to probe the suspected misuse of Shs 31 billion.
When asked about the legal framework in which PRESIDE operates, the minister stated that it is governed by a presidential directive.
She incurred the fury of the committee members for requesting that the Minister of Finance, Matia Kasaija, grant Shs 7 billion to the project without the authorization of her ministry’s accounting officer.
She was chastised for re-allocating some of the project’s money without the permanent secretary’s authority or Parliamentary approval, as required by law.
