Justus Kabagambe 25, was shot dead by Rwandan Security forces on August 18th for allegedly smuggling goods into Rwanda exacerbating the two countries’ relations which have been odd since 2019. Kabagambe, the Ugandan businessman allegedly smuggled crude waragi across the Katuna border into Butare District in Rwanda where he was instantly killed by the Rwandan Security forces.
This brings the number of Ugandans killed in Rwanda for allegedly crossing into Rwanda and smuggling goods to 15 since February 2019 when the Kigali Government closed the Katuna border. Marie Uwiringira, the Butare District mayor warned Ugandans to desist from crossing into Rwanda saying that Rwanda will kill anyone provoking its integrity.
The Uganda- Rwanda tensions emerged in early 2019 when the former accused her Kigali counterpart of allegedly infiltrating its security organs and plotting to overthrow the Kampala government.
Rwanda responded by closing the Katuna border accusing Uganda of sabotage and plotting to destabilize Rwanda a move that has frustrated trade between the two countries. Efforts to resolve the tensions have not been fruitful yet.
